Looking for replacement seatbelts, law gets in the way

Have some freinds who own both a 2003 Eclips and Lancer, and their dog gnawed up the front belts pretty bad.

 

That can't get anyone to sell them seatbelts without also replacing the airbags, citing some law. This equates to financial rape. :yuno:

 

Anybody know where they could find some belts?

Not without the airbag, too. They said the dealership told them that they were obligated to replace the system as a whole

 

I can see this if they are being replaced due to a front-end collision. But wear and pet damage shouldn't need the whole system replaced. I'd see if I could find the law in question and check if it meant only for collision replacement.
