Not exactly what he meant. In Germany, the Nurburgring is classified as a sort of toll road, and is literally open to anyone who pays 20euros/lap. No trackday style group outings, next to no safety requirements, etc. You can show up in just about anything and knock out a hotlap.

I agree except for this part,....they actually do track-day/instruction courses at the Ring and you go around sections at a time learning the course. Its very neat and the instructors are amazing that do it...
