Hey military guys, what is this?

Buddy got a case of these and we can't figure out what they're for. Any help is appreciated. Someone said it was a glove holder but I have no clue if that right.

I do have a pic of the other side but I'm having a hard time getting it posted from my phone.

I couldn't find any markings on it. It has two connecting loops with snaps on the back of it.

The elastic loop on the front is probably 2in in diameter.

It's an Alice to Molle piece. You hook those older style Alice clips to it if have an old magazine or canteen pouch.
