Yea, that's the problem with most Ohio Traffic laws.

Taken from page 20 of the Digest of Ohio Motor Vehicle Laws "This motorcycle TIPIC will allow you to practice for the motorcycle skills test by riding during daylight hours with no passengers. The motorcycle TIPIC is not valid on congested roads and interstate highways, and you must wear an approved protective helmet" temporary instruction permit identification card (TIPIC)

Sounds familiar. In the past few years I've purchased 3 bikes from a dealer about 8 miles from me, road them all home. First, the new Shadow, 34 degrees and snowing. Second, the Gsxr, about 40 degrees and raining (found after getting it home front tire was 13psi low and rear tire was 15psi low after dealer prep). Third was the new Interceptor, 38 degrees and raining. I really need to pick better days to buy bikes!
