Its actually not over the counter. It is being made based on the chemical compound Avon used in their bath salts a while back. Avon no longer makes it because of this but tweekers are still making it and calling it bath salts due to its origin. The problem now is each tweeker adds what ever he wants to his batches and then you get shit like this. But yes, Avon is to thank for this wonderful new pass time.
