There should be a way under settings, Network & Internet, then there should be a tab for wireless that you can shut off. If not, right click on the windows start button and go to control panel, network and sharing center, change adapter settings, right click on the wireless adapter and disable it. As for cortana, what needs disabled? Mine doesn't do anything unless I click on the cortana button.
