Negotiation should be welcomed, but not in the public thread. As I said, a failed negotiation can negatively affect other offers later. If you make a lower offer, do it privately, and if it's rejected, that should be kept private as well. Agreed that the rule needs clarification, but I think the bigger issue in this case is the reaction to the mod.

Failed negotiations in public could negatively affect bidding from others. The bad reaction to a mod is another matter. You can ask for clarification, you can explain your side of a dispute, but you don't insult a mod/admin during the course of their duty.
