it can not start off of cables if the battery is really hosed. if jumping doesn't work just take the battery and the starter in together and get them tested

you need a bunch more measurements like piston weight rod weight etc. I went 7500rpm on a cast crank in my buick with a good balance I have a cast crank in my 2.2 chrysler turbo too it sees 6000plus rpm on a daily basis

change the front suspension the motor mounts, and put in the v8 harness and your ready to roll

A properly prepared and etched concrete surface should never need attention again after its epoxied. it has to be really clean when you put it down or it won't stick
