you can test the ACL. Grab his lower leg by his knee, and his upper leg by his knee. move the lower forward and the upper backward (back and forth) if the knee moves like a drawer "drawering" then the acl is gone.

Probably an ACL. If that is the case, get a lateral suture at Gahanna Animal Hospital (least $). And, keep in mind that if one side popped, the other will too.

Actually I am not the only person out here with this problem. There are about 25 houses, all with Satellite and EVDO for Internet. That would equate to about $100/month minimum revenue for them. I don't know that I would pass up on $2500/month, even if the install costs were $30,000 or more. Couple that with the parallel roads out here that have the same problem.... WTF? I get an offer in the mail today, Digital Cable, RR, Phone. I call and say I want it, "sorry we only have basic cable in your area". Since they have stopped investing in new technology and expanding their network, should I assume they will never come out this way?

I have worked with networks for about a decade. I work for a Silicon Valley Manufacturer and really love the environment. Lag happens only in Internet browsing? I would look at your Network Card or maybe your network cable. I would definitely check for driver updates for the network card and take a look at the processes that are running when the problem happens.
