Exhaust leaks pre-turbo, damaged turbo/turbine wheel, wastegate stuck open, and boost leaks are all possibilities. Could also be timing, but I doubt it would be that severe.

Those guys aren't on here, but a kid from the group we call hinckley DSM owns it. It's procharged, something like 405whp with no real tuning done. I believe it's up for sale.

I'd will buy $500 Compaq laptops and throw them away if I have a problem before I spend $1500 on a decked out Dell and try to talk to some Indian fuckhead when I'm having an issue again. You also did a great job of describing the series of turbo that you have, but you also apparently have no f'ing clue what size turbo it is, or how to figure it out. The clean low mileage examples like that are extraordinarily hard to come by. Is it an issue of must sell, or would like to sell? In the last couple years I've seen cars like that sell for $5k and $7k resepectively. I don't think you'd be out of line asking $5k or so for it. Is that what it's worth? Nope, but is that what someone who wants that car will pay? Yep.

*fixed +1 First gen Cummins, and for affordability sake the NV4500 would do just as nicely. 20mpg and torque to crawl up a vertical wall.
