But if you let the master cylinder run dry, it will need bled separate, and hopefully seals aren't torn

On warranty work, if something is driveable we let the customer take it. If its not, they may or may not get a loaner depending if we have one back. Vehicle speed sensor has nothing at all to do with the engine starting. Check fuel pressure. If its good, check compression. If its actually 100* out of mechanical time, there are going to be some bent valves.
