that would be water/ethanol. BP has more additives in it that can cause this when mixed with other brands of fuel. until GM came out with the ethanol fuel tester we had to do it the hard way with a graduated cylinder. much like this but with a real glass graduated cylinder and then had to do the math like they have at the bottom http://continuouswave.com/whaler/reference/ethanolTest.html

BP is the last thing i would ever put in any of my cars. its not on GM's top tier list of fuels either.

'99 seems to be about the worst year for the battery issue. also your stuck with paper blocker rings and have to use regular dex III transmission fluid. also i think i have the skip shift delete for a C5 if its not already done for cheep.

depending on the year you can't run synthetic trans fluid or you'll be pulling the trans for a rebuild. check under the battery to see if it has leaked, if it has it could trash the wiring and you will get into some money to fix.

police trade ins are gone through and parts are replaced as needed by the manufacturer. my glock was a police trade in and i have never had any issues. i would have no worries about buying another one.

2004.5 and up LLY, LBZ. '02-up to '04.5 had the LB7 and was very prone to injector failure and some even injector pump failure. if the one your looking at had injectors replaced recently then it should be ok. if it hasn't had injectors replaced at all walk away.
