Not what I'm saying. Wheel weights, like the piece of lead that is hanging off the side of your wheel that is used to balance your wheels. The ones you have now are hammered onto the lip of your wheel, it can damage the wheel and its not a very pretty sight when you have one hanging there on nice wheels. The solution, sticky wheel weights that stick to the inside of your wheel, out of sight.

Its not the ebrake. It does feel like the ebrake is up when you try to drive it, but the reason I dont think its brake related, is because if you put it in neutral you can rock it back and forth. That would be because there is slack between gears, where brakes would be clamped down, not allowing you to move it at all.
