not condoning the officers actions but at that moment, the officers had no way of knowing what was causing her to act the way she was. was she a serial killer with bodies in the back of her Little minivan of Horrors?

had she just kidnapped one of those children and had not been reported yet?

did she just murder the baby's daddy and fleeing the country with the children?

Most of the time an officer's job is mundane paper work and listening to people 'who pay your salary' how you could better do your job or asking you if you have any 'real criminals' to catch but occasionally they have a split second to react to a possible life threatening situation that the rest of us have hours to armchair quarterback afterwards.

once again not condoning the officers actions, but if she would have crashed the minivan and kill the occupants or bystanders the officers would have been chastised for not doing more to stop it. if she would have been found to have severed bodies in the van, or discovered that she had kidnapped a child, the officers would have been portrayed as heroes for stopping the van by any means necessary, but then again it wouldn't have made the national news and we would never hear of it.

sent from a treestand on the back forty

I agree, but that doesn't mean that them making the attempt is reckless. It just means their likelihood of success is low. Low is better than nonexistent.

The fact that the vehicle wasn't actually hit seems to show that his actions really weren't that dangerous, no?

I believe the opposite is true...

His actions were MORE dangerous that he did not hit his target from that range. It means he was not a good enough marksman to hit it, and had he missed up instead of down he could have injured or killed one of the children.
