But Reilly's ordinance would not necessarily target loud motorcycles, such as Harley-Davidsons, by decibel levels, but instead takes aim at those with altered mufflers.

 

So, as long as it is a 'Harley', you are good to make as much noise as you want. But! If you take off the muffler, you may get ass raped by the police. ... Maybe it is just poorly described...

not the way I took it... to make the law easier to enforce, they won't be bothering with a decibel meter, if your bike is noisy, they will check to see if you have a muffler... if so, you're good, no muffler, ticket...

Then we can argue about what qualifies as a muffler...

Harley does not make loud bikes from the factory. Aftermarket drag pipes, ground pounders, thunder headers, short shots etc are to blame for the noise, so yeah a harley with open drag pipes would get ticketed.
