because you can import a car that's been cut in half without having to deal with making sure it apply's to vehicle laws, cut in half i think it's no longer considered a vehicle.

in japan, due to emissions laws or something, after a vehicle is a certain number of miles/years old they start taxing the crap out of you to make you buy a new car. good for environment, good for economy too probably. so all these cars go to the junkyard with 40K miles and they still run and drive fine. or sometimes they are involved in accidents. so along come us americans, so rather than ship an entire car just for the engine, they do a front clip. and the cars aren't legal to drive here anyways, if you want a legal skyline go to www.motorex.com

 

or you can get just the motor, transmission, and harness etc. and pay even less for shipping, thats what i did (SR, not RB).
