I understand what your trying to say but unless a police officer sees a crime about to happen there is no way for them to to know. The crime has to be reported or would you rather just have them start going home by home looking for illegal activities?

Investigate crimes that have already happened, arrest the people that committed the crimes, and toss them in jail where they can't do any more hurt to law abiding citizens. I.E. do their jobs, rather than create crimes where there otherwise would not have been one.

"In New York City, nearly 300 people, many of whom had no criminal record, have been snared this year through the NYPD's Operation Lucky Bag, in which undercover officers leave a wallet, iPod or cell phone in a subway station and wait to see who picks it up."

Thats bullshit. A few months ago I found a purse on the sidewalk at OSU. I took it and then was able to contact the person that lost it and gave it back. According to that it could of been a "lucky bag" and I could of been arrested for picking it up???
