I have installed thousands of bumper posts and I have heard several stories of them saving lives. Its the main reason I refuse to install them improperly or cut corners. That kid is very lucky.

 

So is it suppose to come out of the ground like that then?

No., There are several considerations to keep in mind when designing a proper bollard layout. A few are the speed in which you expect them to be hit, height at which you expect them to be hit, and how much overall protection you desire. Pipe wall thickness, pipe diameter, depth in which the pipe is sunk into the ground, overall hole diameter(which also increases amount of concrete surrounding base of pipe), and choosing to fill the pipe are all ways of strengthening the bollard. Those were probably never designed to be hit that hard, but they did hold up rather well. I have seen semis hit them and shear them off even with the ground and those were at least 2x's as big as the ones in that video. Alot of guys ignorantly set them into just dirt which really offes almost no protection.
