TTQ B4U
Couple ways to do it. You can layer multiple images and create either a .gif or Flash. I would use flash to keep the quality. If I can remember this thread, I'll shoot an 8 or 10fps sequence and create one.
mrs.cos
Well I understand the concept but there is human interaction involved, that doesn't seem to cause motion blur, say, in the first picture I posted.

Not sure I follow? Motion blur ? Just take that shot with a high enough ISO/shutter speed, you'd be fine. The first one had slight tripod shake or movement, I can see it in the background. Likely due to the depression of the shutter by hand vs a remote trigger. The bottom portion with the people in it was likely from a single image and that portion edited out in the other frames. They're like still-motion photos with selective motion. Look at the first picture.. people in the background are still, however the lights are swaying in the wind. unfunnyryan
Take about 30 photos. Put photo one on top layer Erase the area you want to move Have rest of photos play in sequence underneath.
Smokey
They're being called Cinemagraphs. I think it's a cool take on things. Not quite a full gif, but not just a photo either. http://fernandojbaez.com/cinemagraph-tutorial/

Clifford Automotive
Yep quite a few layers. And only those moving portions are selected as layers that are showing differences.
