Rally Pat
I had to get TWC when I moved into my current apartment about a month ago, and to save a little cash I chose a 3 mbit internet connection, which is more than enough for just me. I noticed that most sites loaded pretty fast, minus streaming sites like Vimeo, YouTube, and twitch.tv. I thought it might just be my cheap internet connection or my $13 Tenda router, but then I saw this article posted on Facebook today. Apparently TWC is throttling anyone using a streaming site, even if you have their highest speed tiers. You can actually block them from doing this by following the instructions on the site. Made a night and day difference for me and several other people who saw the post I shared. http://mitchribar.com/2013/02/time-warner-cable-sucks-for-youtube-twitchtv/

Browning
how do I do this on vista?
mmrmnhrm
Does seem to help, using Vista x64 on U-Verse. Browning: There's a link at the bottom for Windows... that page says Server 2008, but the relevant links all exist on Vista.

unfunnyryan
The instructions are for mac. Holy shit it works. I've never seen youtube hit 4 megs a second before. It was nice when it would hit 400kbyte/sec.
Farkas
I got it to work, but I'm not too keen on how to create a startup ipfirewall config that runs on its own. I'm still a unix/linux newbie.
Furloaf
I put the IPs in the blocked list by enabling parental controls on my router. Seems to work as I checked a few videos I recently tried to watch that would only stream a few seconds in 1080p, now it fills the buffer bar at least 3x faster than video playback

kshymkiw83
TWC doesn't throttle from CDN's. Infact in Columbus Akamai, has a massive CDN, hosted by TWC. The people who throttle CDN's, are the CDN Owners.
Furloaf
The article had an update that it wasn't specific to TWC.
87GT
Thanks for this I will try it. I will say when I work from home and watch youtube 1080 buffers a whole video within a minute at most. Anytime I watch youtube after work or weekends I am lucky to get 480 video to buffer completely. Ry_Trapp01647545522
holy shit, that's a HUGE difference. i always felt like youtube should be much faster than it is, but never really gave it much thought.

Mensan
It didn't work for me at all when I entered the code. For whatever reason last night it started playing faster...I'll keep an eye on it for the next few days. Usually all I get is a few seconds of video before it stops and tries to butter. jeffro
Is this legal for them to throttle? Was is in the TOS when i signed it?
unfunnyryan
Is this legal for them to throttle? Was is in the TOS when i signed it? I think in legalese they are providing you access to their network. The throttling takes place by them, but outside of the "network" that you have been given access to. BBQdDude
Isn't that link for updating WINDOWS firewall on you local PC? I just disable Windows firewall period.
1fynz
I did this on my Mac, and while it does take a few seconds for the video to begin (as the article states) I can now watch 1080 without buffering. Before, I would have to let things sit a few minutes to get all the way through just a couple minute clip.
