It was all manufactured with large Russians in body armor as the potential target. They started using it in Iraq/Afghanistan and found that it would pass through small middle-easterners without dropping them. So they went back to a full lead bullet.There's millions of rounds of this stuff laying around, and the army doesn't need it/want it any more now that we're out of Iraq.
