  15. Testing is done by multiple agencies down in that area. Its right there by the channel islands where theres a multi-agency test corridor used for over water test missions. Ding!
  16. whether its OT&E or DT&E, those agencies may not even be notified. Almost all of the testing done at Edwards AFB, no one that high in the MIL is notified. They may say there was no testing to their knowledge. Keep in mind scaled composites and other experimental research companies also are based in socal.
  17. Theres always test going on off the southern coast of cali...esp in the pt mugu area. Just bc a base commander says he doesnt know that a test is going on, doesnt mean there wasnt one. He may very well not be involved in signing off a test pkg.
  18. I find it hard to believe that was the difference btw 2% accuracy of a torque wrench. I believe some (if not most) service manuals have a tolerance of +/- 10%. As long as you started on the low end, and torqued higher than it shouldnt have broke off assuming wrenches were calibrated to spec within said accuracy.
