Tank breather, petcock, fuel lines, fuel filter, float valves, float height. If the carbs are indeed clean as you say then I suspect one or several of these things. Also check and see if the vacuum diaphragms in the tops of the carbs are in good shape, and if your needle jets are egg shaped.

If you read down far enough there is an edit by someone who knows Wtf he's talking about and explains how higher radiation count is not equal to harmful radiation. If you measure your smoke alarm with a giger counter it will go nuts, but its alpha radiation which bounces off skin and is harmless.
