What do you mean by tuning "the rest of the car"? As for the carb, I really suggest he buys a $10 book on how to adjust carbs, and do it himself. There isn't nearly as much black magic to it as people think. PS, I have a carb'ed 383, and can help him out with any specific questions.

Ah, the grilling guys with the creative bottle heater... Did you see me trying to find my nitrous leak? Nope, that 12.3 was the truck's best ever. A lot of people were confusing me with the non-tubbed, much faster black S10 that was there.
