Call the DMV and ask them. I dont think they started doing titles for them until 99. So all of your off road toys are stolen? IF you bought an ATV made after 99 it is. The titles are only to protect you in case your ATV gets stolen (most stolen motor vehicle in the US). The man requires the state sticker to prove that your shit doesnt belong to someone else and the fee helps them maintain state trails.
