They were only illegal to insert in a gun, because under ORC a 31 and over round magazine made it a machine gun. The only exception being if it was registered as a class 3 machine gun. The only problem being, if you were ever to have a search warrant served on your property, the police and news media would make you out to look like a psycho militia type. Even if such 31 and + round magazine was locked away elsewhere. But to answer the question, yes they will be legal, but I think the date is closer to the end of March.
