Paint guys: what would cause this?

So I really don't know the history on this car. It may or may not be the factory paint. But what would cause something like this?

Body filler underneath is cracked.

The panel in question is the passenger rear on a 4th gen f-body.

 

So it's safe to assume that the panel was re-painted? Worst case and I have to replace the whole panel, how much $$ am I looking at?

with that amount of filler in there it was probably a dent that was filled, sanded and painted over.

If there's enough body filler to do that

1. Whoever fixed it isn't a good body guy

2. Car was hit hard.

Yep. Way too thick to be cracking like that. There is a slim chance though that the damage can be pulled out more and have the filler done right.

So would the whole quarter panel have to be replaced? If so how much? rough estimate

You wouldn't know until the paint is stripped off and the old filler dug out whether that quarter is salvageable or needs replaced. I've never done a quarter on an f-body to know how involved it is so I can't help with the estimate. Your paint cost won't be as high though due to it being black, it's the cheapest color to buy and there's really no blending necessary.

The quarter on a 4th Gen would need cut out and a new panel welded in place. That's probably someone's budget repair you have above.
