(Not surprised, there is after all, nearly a law against everything.) The only place I know where it is strictly enforced, is in Japan. Where they probably would never do that in the first place. They would try to find the owner.Doesn't work in the USA, if you find a 20 dollar bill on the ground and say something, 20 people will say "Oh yeah, that's mine...".
