If he is not looking into that much fire power have him look into the Remington Bolt action .223 line. I believe the cheaper models are the SPS versions. Still highly accurate. I'm fine with groundhog paper targets at 300, say 5 shots for score, and to make it interesting, same target at 600 yards, 5 shots for score. $1000 bet. Just saying.It wouldn't take a $2k AR, thats just what I have and he foolishly said any AR out there. The only envy here seems to be what other peoples toy's cost... FYI, my first AR (also built it) was a $500 parts kit and shot 3/4 MOA with shitty russian plinker ammo. I've yet to see a sub MOA AK personally, and any that I've ever heard of were right around 3/4 MOA and were high dollar as they came from a custom shop.
