I'm not so sure I am a big fan of changing the definition of a loaded gun in a vehicle. I you need/want a loaded mag in a car get a CHL.

what if youre heading to the range and want to take some pre loaded mags so you dont spend a bunch of time loading them while youre there? chl or not, you cannot transport loaded rifle mags

I was told two different ways on the rifle mags. First I was told that if you have pmags with the cap on the top its considered a container at that point. As soon as the cap comes off its a mag. But you were at the advances pistol class when I asked the guy teaching it and he said no?

I did a little research on the pmags and tsa.

Apparently they changed their policy around 2010. Im finding quite a few thread on other forums around that timeframe where people were quoting the tsa requirements and they read differently. The link is what they read now.
