what difference does it make how he has his gun secured? is it openly visible? is he waving it around like it's the thunderdome? as long as he's not infringing on you, why is it any of your business? the moment he makes it your business (ie, waving it around, pointing it at people, you) then hopefully you'll have the means to protect yourself. whether you do that with a gun secured held to your thigh with a level 3 retention system for everyone to see or a IWB, a gun tucked in your pants, pointing right at your junk, or even one of these: that'll be your right. the key here is, hopefully, you'll take advantage of that right, and not let it die or fade into obsolescence where even the people who are to enforce the laws have no idea how the law works. if the government cannot guarantee basic, effective, timely personal protection, then the government must not infringe upon the rights of its people to protect themselves.
