if its the 5.0 motor ive been there done that.. i cut the bolt head off and removed the starter. then heated the area and removed with some bad ass vice grips. that bolt is also a special head size in relation to the shank. i just used some new grade 8 hex head bolts with some anti seize on them.

done it and its a bitch.. the dowles get corroded and seize up. spray a good lube on them and get a small screw driver and work around it trying to be easy not to mess up the mating surfaces

if your pulling the fenders ull need a porta power to do this. ive streached a s14's fender 1.5" on each side. it makes some sounds that make u cringe. also you will need body work done afterward as it will crease on you and damage the paint for sure. most body shops can do this for you. expect it to take 2-3 hours each side.
