water meters are required by law to be replaced after a certain amount of time...
the city will give you a new meter for free you are only responisible for the line from the curb box to your house if the valve in the curb box breaks you will need to pay a plumber to repair it. those valves don't really go bad too often I wouldn't be too worried about it.
if you don't get the meter changed out they will come out and shut off the water anyway untill you do
pcm controls all engine functions if by bypass you mean remove all electronics and switch to carb then the answer is yes if your not that motivated the answer is no
what kind of trouble are you having?
mark all that stuff return to sender and leave it in the mailbox
you can also call them (be polite or you won't get anywhere) and ask to be removed from the mailing list
when you go to buy parts from something that was disabled in the cash for clunkers program you can't strip anything that touches motor oil and you wouldn't want it anyway
