Let him know what your intentions are, and what your course of action will be. You may want to send him a certified letter stating that if he doesnt respond in one week, he will be sent a subpoena. That will scare him, because it will look official. It will also give you a record of your communication, and will prove he received word. I am sure you want to go to court about as much as he does, so I would try this option first.

+ another 1 Fuck a 2-3 shift on a Mustang 5 speed with the stock shifter. Long tubes and at least a 4.10 gear will make it an entirely different car. If it stays unboosted, you could even go as high as 4.56 comfortably. I agree with holding off on the cold air intake.

I disagree. That is how your electric fan works, and it does save power. I would imagine there would be a microswitch on the throttle (like with nitrous kits) to keep it out of boost when the throttle is closed. I think it could work, especially since it is made by KKK. They make good stuff.
