7000 is safe
7200 is common to avoid hitting the rev limiter at 7k
7500 isn't very smart in my opinion... but people do it.
meth is common in a lot of setups but at the very least this guy should be running dual pass cooling (option B) with a heat exchanger.
he should also have an LS4 throttle body on there and a high-flow cat or cat delete.
It is amazing how people with zero computer skills get jobs where they need to use a computer.

Whoever ends up doing it will probably use a content management system (cms) and slap on a custom theme.
$700 doesn't sound too bad as long as they customize it thoroughly and don't just use a canned theme. I would charge about the same.. maybe a bit less.
