7000 is safe 7200 is common to avoid hitting the rev limiter at 7k 7500 isn't very smart in my opinion... but people do it. meth is common in a lot of setups but at the very least this guy should be running dual pass cooling (option B) with a heat exchanger. he should also have an LS4 throttle body on there and a high-flow cat or cat delete.

Whoever ends up doing it will probably use a content management system (cms) and slap on a custom theme. $700 doesn't sound too bad as long as they customize it thoroughly and don't just use a canned theme. I would charge about the same.. maybe a bit less. Good luck. If you have any questions throughout the process just ask.

Nobody can tell you if that is high or low until you post the scope of the project. A site could be 3 static pages, or a full-fledged interactive experience. What are your goals? Who is your audience? Etc.
