It means the transfer case is working correctly if the encoder motor is what engages the transfer case then i'd say yes.. Move up to the front axle. Something there is not working correctly. Either mechanical, (hubs maybe) or electrical. Does your new acuator actually actuate? lol. It should. All I know is I had a Blazer near that year and on top of the motor towards the back by the firewall there was a vacuum block and the hose that provided vacuum to the doohickey to engage the 4x4 had fallen off. The light also blinked and 4low also made a noise. I think it was near the area of the distributor cap. I'm Not sure that helps you at all.

I'm getting the fronts on the Subie tinted tomorrow. I just told them to make it match the factory rears. No idea what % it is. I remember years ago for a different car they wouldn't tint what I wanted because it was "illegal". Ever been to flordia? Every car in that state is tinted black as coal.
