I will always be a noob to everyones else's vast knowledge on CR thats why im here to learn right? but i guess noobs dont welcome noobs and i didnt know i wasnt allowed to welcome noobs until to late so when am i allowed to welcome noobs? like myself

You can welcome noobs. People with 1 post can welcome noobs. I don't really care. It's those that have problems with you welcoming noobs that you need to ask. I don't know what they consider to be noobs.
