Draco-REX
he cross the line first, so yes If the red stripe is the line, he technically didn't cross it since his heels never left the red. I really hope he didn't lose on that account.
mmrmnhrm
he cross the line first, so yes Did he? Are we playing by football rules where just breaking the plane is enough, or soccer rules where you have to be completely across for it to mean something? Avenger1647545502
For the sake of argument, it's finish "line", not finish "area". Touchdowns count at the line, not out the back of the endzone. Goals count when the ball (or puck) cross the line, not when they hit the net. So yes, I believe he did indeed win, and they gave him the ribbon when he regained consciousness.
Science Abuse
He cracked his head on their stupid ground decorations. If he didn't win, he should sue their asses off.

Well....soccer goals don't count until the entire ball crosses the line. So if the soccer ball was in a race, it would have crossed the line but not finished the race. Just sayin...for the sake of arguement

GonneVille
This ran on every news cycle for couple of days after it happened. He did win. Not only that, but I believe the organizing body also paid his medical bills because he sustained some pretty serious head injuries when he went down.
