Help my Friend choose a starter bike

My buddy who moved to AZ not too long ago has been looking for a motorcycle to ride down there (THIS IS HIS FIRST BIKE). He wants to be able to ride it on the street and the dunes sometimes and these are the starter bikes he craigslisted me.

 

What would you guys choose or not choose any why? Or what would you suggest?

↑↑↑↑↑↑↑↑ this↑↑↑↑↑↑↑ 250 would be ok if he where sticking to the dunes but I woulnd want to rock it on the streets if I weighed anything over 140-150 jmo
