There are phones out there that can only call certain numbers....and no texting! You would be surprised at the txt I read of my 2nd grade students! It is shocking what they know! My kid will never have a phone! She better always be in the "supervision" of an adult and near a phone of an adult! I've seen too many kids have too many issues with out "supervision!" I used to think that way and didnt take very many times of haveing to call others to talk to my kid before I had to stop that crap and be able to call her directly when ever I want, and as I mentioned the GPS is awsome the phone is always in her pocket and I always know where she's at.
