I'd say look at a B5 Passat, but it changed to the B5.5 in 2001 and reliability (what was left) fell off. Love my Passat V6 manual but I've had issues to deal with. Still going strong at 145k miles. Definitely stick with an A4/manual; easier to find good examples. Good luck finding good A6 and Allroads in stick.

As a hot rod fan, I don't know what the issue is as long as you maintain even a little bit of content from a truck you already own (firewall, axle, interior, etc.) you should be able to register your mudder... There are guys with just an original firewall and VIN plate that build a whole 30's-style hot rod and title it perfectly legally...C&C guy told me this.
