2nd gen RX7 wheels came in either 15x6, 15x6.5, or 16x7, not in 15x7, just a heads up for you. I have a set of 15x6 for very cheap if you are interested.

The Thunderbird these wheels come from shares the same 5-lug pattern (5x114.3) as the 1994+ Mustang, right?
The T-bird, cougar, and Mark VIII have a 5 x 4.25" bolt pattern.

Some Napa and Carquest stores can make a line for you in house.

The 16x7s are either a 40 or 42mm offset and 5 x114.3 bolt pattern.

434" SBC. Dart little M block, Brodix 23 degree heads, 14 to1 compression. It has roughly 60 passes on it since freshened. Ran 9.70 @ 136mph in a 2500lb. car. $5900
1.76 Powerglide. Deep cast pan, pro tree air brake, aluminum shield.
8" torque convertor ~5400rpm stall

I don't think the SCCA would go for that. It may be stronger and better in every way, but the SCCA has never been known to follow logic. You could always go .095" wall chromoly if weight is your concern.

Jeg's might carry .120" wall, I prefer to deal with Tubular Techniques though. They have anything you would need for a cage in stock and can bend very precisely.
The pic in your second post would be better but a single diagonal between the two down bars along with a harness bar and a diagonal hoop brace would be optimal. I would highly recommend a full cage for the speeds your car will be capable, it may be a hassle to get in and out of the car, but not as much of a hassle getting in and out of a wheel chair.

.120" wall DOM tubing is what you need for SCCA. Not sure what a 4 point would be legal for, what class and type of tracking are you looking to do. Also, the rear down bars cannot have any bends, the tubes in your pic won't be legal.

Not as much as you would think. THe problem is that you would have to find someone to make custom retainers for you since most cup teams make there own. The spring is also designed for titanium valves.
None of these would work?

If you tried this NA it would push your powerband up to 7-8K rpm.
