That would be true of most major cities. However they are probably more concerned about hotel space, convention space, and downtown amenities. Plus whether they can sway some voters by the location. I believe Cleveland used to be the 4th biggest city in the US (to the web fact checkers), but that was a long time ago. The city of Cleveland has lost a lot of it's population to the surrounding suburbs.
