A "max effort build" has nothing to do with how "built" the engine is (forged internals, sleeved bores, etc...) A "max effort build" has to do with the TYPE or STYLE of build you are going for. A max effort engine is designed for narrow band, peak power, typically for drag racing, where all you care about is the top of hte RPM between shifts. Basically, your misuse of this term by regurgitating something you read on LS1Tech, is yet another example of how dumb you make yourself look.
